Black Knight Technology Inc. (Black Knight) is an established small business performing work in Zone 2. Black Knight has offices located in Fredericksburg, VA, and has assembled a highly qualified and experienced team of subcontractors which compliments our own capabilities.

The following paragraphs address our qualifications in Zone 2, including additional information on the contracts and personnel contained in Table A. We have exceptional demonstrated experience in this zone in Functional Areas 3.1 through 3.21.

This included tracking the status of all S&T tasks to ensure critical milestones were met on schedule; developing and submitting weekly situational reports to the project lead for all S&T tasks; designing an automated results generation tool for completing a final report on the TCN OA and FORCEnet compliance checklist; researching and writing portions of the TCN Concept of Operations (CONOPs); participating in system integration testing; researching and developing engineering briefs detailing existing installations of TCN for presentation to 3rd and 7th Fleet; and researching and contributing inputs to a Plan Of Action and Milestones (POA&M) to allow for the installation of TCN capabilities on multiple platforms.

N00178-97-C-2002: As a subcontractor to Northrop Grumman, Black Knight provides engineering, technical, and analytical support to the Naval Surface Warfare Center Dahlgren Division (NSWCDD) System Test and Evaluation (ST&E) function of the Aegis Lifetime Support Engineering (LSE) program. Black Knight defines Test Requirements and develops Measure of Effectiveness and Performance (MOE/MOP) to assess system performance; designs test procedures which stimulate the combat system to allow the evaluation of these MOE/MOPs; analyzes data from test events; identifies and root cause program issues; investigates Test Observation Reports (TORs); documents them as Computer Program Change Requests (CPCRs) against the appropriate ACS element; compares this analysis to the MOE/MOPs to determine the performance of the system in these areas; reviews and provides feedback on proposed changes to ACS Program Performance Specifications (PPS) and Interface Design Specifications (IDS); and attends technical interchange meetings to ascertain new system requirements and to provide technical inputs.

N00178-97-C-2002: As a subcontractor to Northrop Grumman, Black Knight designs scenario requirements to model Aegis SPY radar functionality and performance to test BMD implementation, and analyzes the data to validate the results.

N00178-04-D-3005: As a subcontractor to EG&G, Black Knight conducts testing, analysis, and development of the Navy’s Integrated Architecture Behavior Model (IABM) in support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) effort as a beta test site in both Critical Experiments and Engineering Assessments of the OA Design. Black Knight integrates various real time simulation components for the purpose of testing real time data on the IABM; examines the code via Kennedy-Carter’s executable Universal Modeling Language (xUML) to ensure it follows the Model Driven Architecture (MDA) requirements; assess the abilities of the IABM both in terms of requirements documentation and real-time needs and limitations; develop tools to help the Engineering Assessment (EA) team to manage the development environment and to adopt methods for improving version control.

N00178-03-D-3073: As a subcontractor to EG&G, Black Knight develops, executes, and analyzes radar models to assess performance of Cobra Judy Replacement (CJR) X-band and S-band systems. Black Knight analyzes radar specifications; conducts antenna pattern design studies; generates antenna model task lists to determine and prioritize radar modeling requirements and parameters; develops and executes test plans utilizing these models to produce plots, images, and movies; analyzes these results to compare theoretical, modeled, and known data to determine whether or not designs can satisfy specification requirements, and to develop new designs to meet Technical Requirements Documents (TRD).

N00178-96-C-3012: As a prime contractor in support of Tartar Mk 74 Missile Fire Control System (MFCS)/RADAR Data Processor Engineering and Support Services, Northrop Grumman provides NSWCDD with prototype designs and integrates Commercial-off-the-shelf (COTS) equipment into the interface hardware. The interface designs address both virtual machine environment (VME)- and PC104-based COTS embedded computers and include detailed circuit card design information.

N00178-97-C-2002: As a subcontractor to Northrop Grumman, Black Knight Provides defines data and evaluation requirements for programmers to develop automated test tools to be run against ACS data to evaluate system functionality, and assesses the performance of these tools in meeting their design requirements.

N00178-04-D-3005: As a subcontractor to EG&G, Black Knight designed and developed several small automated analysis tools which could bridge the gaps between larger, established tools. These tools included Remote Track Lookup (RTL), a tool designed to accelerate and improve the event reconstruction process by using Automatic Reconstruction and Correlation Tool for Interoperability Characterization (ARCTIC) reconstructions of local data to label purely remote tracks based on the Reporting Unit classification; the Filter Overlap Resolution Tool (FORT), a tool designed to automatically resolve the overlapped segments which occur during manual and automatic reconstructions; SIMDIS Automator, a tool designed to automate parts of the SIMDIS script generation process; and the Joint Interoperability Data Analysis Tool (JIDAT), a program designed to accept engineer defined analysis flows and run them across large sets of data utilizing batch calls to the Aegis Data Analysis and Reduction (ADAR) tool.

N00178-97-C-2002: As a subcontractor to Northrop Grumman, Black Knight engineers participated in the Navy Interoperability Working Group (NIWG). In this capacity, they defined a standardized set of Navy-wide interoperability requirements and automated analysis tools to aid in the assessment of Interoperability and program performance. This effort included the definition of the Interoperability Pyramid, a set of requirements and metrics which were in interrelated and technically robust to allow clear assessment and analysis through automated tools. The Interoperability Pyramid was designed to be applied Navy wide, with particular emphasis on Aegis platforms to support TEMP 801 Interoperability events.

N00178-04-D-3005: As a subcontractor to EG&G, Black Knight performed Interoperability analysis of live and lab-based tests to ensure high priority Navy, Joint, and Coalition Interoperability issues were address. Black Knight performed reconstruction of data through the Performance Evaluation Tool (PET) and ARCTIC; identified problems with tools and data that were hindering analysis and addressed them through modifications of tool; established the priority of issues and metric results; provided a weekly Situation Report (SITREP) to project management; and provided guidance to analysts to help them interpret their results.

Conducted 130 HERO ship surveys, 71 HERO shore facility surveys, 87 HERP ship surveys, and 28 EME flight deck surveys. Performed 49 HERO/HERP certification surveys.

CSC has supported Landing Craft Air Cushion (LCAC) Ship Life Extension Program (SLEP) provisioning reviews for new equipment and performed LCAC SLEP inventory assessments identifying shortfalls in equipment available at the builder’s facility. CSC also provided LCAC in-service sustainment support that included a review of supply support effectiveness to determine a supply effectiveness metric. In support of LHD 8, CSC identified shortfalls in supply support technical data procurements for the LM 25000+ engine and associated propulsion system components.

N00178-99-C-2005: As a subcontractor, CSC conducted extensive engineering for the Aegis Combat Training System (ACTS). It maintained and improved the Aegis Combat Training System (ACTS) and the ACTS Scenario Development System (ASDS), which form the composite of all Aegis fleet at-sea and in-port training. CSC produced the ACTS system, as well as generated threat and geographic based training scenarios to simulate environments encountered by the operational fleet. The ACTS/ASDS combination enables training simulations to be conducted with the actual shipboard weapon system.
